Portability and Accountability
Act of 1996 (HIPAA) was implemented to (1)
improve efficiency in healthcare delivery and (2) standardized
electronic data interchange and
protect the confidentiality and security of health data through
setting and enforcing standards.

patient health, administrative and financial data with unique
health identifiers for individuals, employers, health plans

This threat is real. The word on the street is that the government
is training over 50,000 individuals to be the "HIPAA
police". Health care / insurance agencies are
given the right to withhold payment to any practice that is
not compliant. To make matters worst, anyone, be they a vendor
or patience, is given the license to "blow the whistle"
on your practice to the HHS and ORC.
